Maritime Support Leasing LLC (MSL) Provides unapparelled comprehensive vessel leasing services for the military and government contractors. For over 5 years our company has delivered meticulously maintained vessels that provide maritime security, naval testing & evaluation, search & rescue and military training.

Maritime Support Leasing management team: Frank Bongiorno CEO and Todd Reger Chief Engineer have worked together for the past 6 years. Mr. Bongiorno, a fourth-generation Navy veteran, honorably served as an Aviation Warfare Specialist and Helicopter Rescue Swimmer in the US Navy before founding Maritime Support Leasing. Mr. Reger, Chief Engineer and business partner has spent 25 years as a multifaceted marine engineer and business owner, mastering every aspect of marine maintenance.

Our East Coast Director of Maintenance and Operations, David Campion is a Retired USCG Senior Chief Mechanic. He served twenty-four years of honorable service in the U.S. Coast Guard. Mr. Campion’s career includes twenty-one years as a rated U.S. Coast Guard Machinery Technician, specializing in Marine Propulsion Systems, Patrol Vessel Maintenance & Commercial Vessel Inspections. He has proven leadership and experience in the maritime industry and was an engineering department head and Command Chief at U.S. Coast Guard Station Monterey, CA. He spent twelve years as JAXPORT Marine Patrol Unit Supervisor before joining our Maritime Support team. The Maritime Support Leasing team possesses an unparalleled level of past performance, operational experience, and maritime-centric networks to appropriately source, train and manage personnel required to successfully support this contract.

We own, maintain, & support a fleet of 26 military surplus vessels utilizing inboard, outboard, and Hamilton Jet propulsion systems for platforms 24– 34 ft in length, providing 24-hour, year-round operations on both coasts of the United States. In just the last five years, our team has conducted over 300,000 engine hours of small boat operations in support of the US Navy conducting NAVSEA Standard Item 009-72 waterborne security services protecting US Navy Warships. We have done so continuously 24/7/365 in all weather conditions from June 2017 to the present. This demonstrates our ability to manage large and critical projects, meet client demands, ensure quality assurance, and perform effectively for the US Navy as the benefactor of our services. We currently provide vessel support for the Port of San Diego, BAE Systems, and NASSCO General Dynamics in San Diego and BAE Systems Jacksonville FL. Our clients are satisfied customers who have expressed nothing but positive feedback.

Our team has a deep appreciation for the complexities associated with testing plans that are dependent on time windows, weather, etc. and the fluid nature of scheduling required to accomplish such missions. We have supported unmanned testing for USV and UUV systems offshore on behalf of the Navy and we are proud to report that we have built a track record of success supporting large scale testing of equipment in the maritime environment and naval exercises. Our vessels and crews are on time every time and flex to a potentially ever-shifting schedule. To date we have never received negative feedback from any client, and we intend to keep it that way.

Frank served as an Aviation Warfare Specialist and Helicopter Rescue Swimmer in the US Navy before founding Maritime Support Leasing. He is a fourth-generation Navy veteran with a lifetime of experience caring for water and air transportation vessels. Frank understands the importance of his clients’ missions and the complexity of modern workboats.

Todd has spent 25 years as a multifaceted marine engineer and business owner, mastering every aspect of marine maintenance. His expertise includes working with large organizations as well as small local concerns.

David Campion

David served twenty-four years of Honorable Service in the U.S. Coast Guard. Twenty-one years as a rated U.S. Coast Guard Machinery Technician specializing in Marine Propulsion Systems, Patrol Vessel Maintenance and Commercial Vessel Inspections. Proven leadership and experience in the maritime industry, Engineering Department Head and Command Chief at U.S. Coast Guard Station Monterey, CA. Twelve years as JAXPORT Marine Patrol Unit Supervisor, patrol vessel operator, outboard mechanic and vessel preventative maintenance technician.

Justin Baumgartner

West Coast Director of Maintenance & Operations

Justin Baumgartner served 20 Honorable years in the United States Coast Guard as a marine Mechanic. During his tenure he achieved the title as a Machinery Technician first class. He has completed several technical schools including Catapillar, Paxman and Yanmar Diesel engines, Honda marine, Mercury Marine and Evinrude multi fuel engine schools. He also was a Federal Boarding Officer and part of an elite tactical team that successfully prosecuted and confiscated over 13 tons of illegal narcotics.
